(Reconvening of Regular Board Meeting held on April 12, 2010)

PRESENT

Board Members present were Phillip Poppe, Mike Hadachek, Kevin Kuhlman, Donna Ward, Doug Jackson, and Layne Holmes.  Board Member Kevin Milner was absent.  Also present were Superintendent Troy Damman, Principals Don Westphal, Julie Gottschalk, Activities Director Doug Lull, and Clerk of the Board Linda Gieber.

There were around 20 guests registered.

A. BOARD MEETING CALLED TO ORDER(Reconvened from April 12, 2010)
At 7:30 p.m., Board President Phillip Poppe called the Board Meeting to order on Monday, April 26, 2010 at the Administration Office.  

APPROVE KASB ANNUAL MEMBERSHIP DUES:

Donna Ward made a motion to approve the annual KASB membership dues for the 2010-2011 school year for $6,537 and Doug Jackson   seconded the motion.  Motion carried 6-0.

TECHNOLOGY UPDATE:

Mr. Damman explained the Microsoft School Agreement with the Board for purchasing office 2007 now or wait until mid summer for the release of Office 2010.  The Board will table until mid summer and the Board took no action at this time.

REVIEW BOARD POLICY D:

Board Policy D was reviewed by the Board.  The Board would like to have stated that Policy D was revisited on 4-26-2010 with no changes.

EXECUTIVE SESSION/PERSONNEL MATTERS FOR NON-ELECTED PERSONNEL

Layne Holmes made a motion to go into Executive Session from 7:40 p.m. until 8:10 p.m., for Personnel Matters for Non-Elected Personnel.  Mike Hadachek seconded the motion which carried 6-0.

Those going into Executive Session were Board Members Poppe, Holmes, Ward, Hadachek, Jackson, Kuhlman, Superintendent Damman, and Principal Gottschalk.

Open Session

At 8:10 p.m., Board Members, Damman, Gottschalk returned to open session.

EXECUTIVE SESSION/PERSONNEL MATTERS FOR NON-ELECTED PERSONNEL

Layne Holmes made a motion to go back into Executive Session from 8:10 p.m. until 8:30 p.m., for Personnel Matters for Non-Elected Personnel.  Doug Jackson seconded the motion which carried 6-0.

Those going into Executive Session were Board Members Poppe, Holmes, Ward, Hadachek, Jackson, Kuhlman, Superintendent Damman, and Principal Gottschalk.

Open Session

At 8:30 p.m., Board Members, Damman, Gottschalk returned to open session.

EXECUTIVE SESSION/PERSONNEL MATTERS FOR NON-ELECTED PERSONNEL

Mike Hadachek made a motion to go back into Executive Session from 8:30 p.m. until 8:50 p.m., for Personnel Matters for Non-Elected Personnel.  Kevin Kuhlman seconded the motion which carried 6-0.

Those going into Executive Session were Board Members Poppe, Holmes, Ward, Hadachek, Jackson, Kuhlman, Superintendent Damman, and Principal Gottschalk.

At 8:47 p.m., Activities Director Doug Lull was asked to join the Executive Session.

Open Session

At 8:50 p.m., Board Members, Damman, Gottschalk, Lull returned to open session.

EXECUTIVE SESSION/PERSONNEL MATTERS FOR NON-ELECTED PERSONNEL

Layne Holmes made a motion to go back into Executive Session from 8:52 p.m. until 9:12 p.m., for Personnel Matters for Non-Elected Personnel.  Mike Hadachek seconded the motion which carried 6-0.

Those going into Executive Session were Board Members Poppe, Holmes, Ward, Hadachek, Jackson, Kuhlman, Superintendent Damman, Principal Gottschalk, and Activities Director Doug Lull.

Open Session

At 9:12 p.m., Board Members, Damman, Gottschalk, Lull returned to open session.

APPROVE 2010-2011 SUPPLEMENTAL CONTRACTS:

The Board agreed to table this agenda item until the May 10th, Board Meeting.    

EXECUTIVE SESSION/PERSONNEL MATTERS FOR NON-ELECTED PERSONNEL

Kevin Kuhlman made a motion to go into Executive Session from    9:15 p.m. until 9:45 p.m., for Personnel Matters for Non-Elected Personnel.  Mike Hadachek seconded the motion which carried 6-0.

Those going into Executive Session were Board Members, Superintendent Damman, Principals Westphal and Gottschalk.

Open Session

At 9:45 p.m., Board Members, Damman, Westphal, and Gottschalk returned to open session.

EXECUTIVE SESSION/PERSONNEL MATTERS FOR NON-ELECTED PERSONNEL

Mike Hadachek made a motion to go back into Executive Session from 9:48 p.m. until 10:18 p.m., for Personnel Matters for Non-Elected Personnel.  Layne Holmes seconded the motion which carried 6-0.

Those going into Executive Session were Board Members Poppe, Holmes, Ward, Hadachek, Jackson, Kuhlman, Superintendent Damman, and Principal Gottschalk.

Open Session

At 10:18 p.m., Board Members, Damman, and Gottschalk returned to open session.

EXECUTIVE SESSION/PERSONNEL MATTERS FOR NON-ELECTED PERSONNEL

Donna Ward made a motion to go back into Executive Session from 10:20 p.m. until 10:30 p.m., for Personnel Matters for Non-Elected Personnel.  Mike Hadachek seconded the motion which carried 6-0.

Those going into Executive Session were Board Members Poppe, Holmes, Ward, Hadachek, Jackson, Kuhlman, Superintendent Damman, and Principal Gottschalk.

Open Session

At 10:30 p.m., Board Members, Damman, and Gottschalk returned to open session.

POSSIBLE ACTION:

Donna Ward moved to adopt the following Resolution:

WHEREAS, Patsy Holsch is currently employed in Unified School District No. 109, Republic County, Kansas and

WHEREAS, The Board of Education of said Unified School District No. 109, Republic County, Kansas; finds that the contract of Patsy Holsch should be non-renewed, and that Patsy Holsch should be given written notice on or before May 21, 2010, of the intent of the Board of Education to non-renew her contract for the 2010-2011 school year.

Kevin Kuhlman seconded the motion.  Motion carried 5-1. (No Vote-Doug Jackson)

Motion

Layne Holmes moved to adopt the following Resolution:

WHEREAS, Doug Lull is currently employed in Unified School District No. 109, Republic County, Kansas and

WHEREAS, The Board of Education of said Unified School District No. 109, Republic County, Kansas; finds that the contract of Doug Lull should be non-renewed, and that Doug Lull should be given written notice on or before May 21, 2010, of the intent of the Board of Education to non-renew his contract for the 2010-2011 school year.

Donna Ward seconded the motion.  Motion carried 5-1. (No Vote-Kevin Kuhlman)

EXECUTIVE SESSION/PERSONNEL MATTERS FOR NON-ELECTED PERSONNEL

Mike Hadachek made a motion to go back into Executive Session from 10:40 p.m. until 11:10 p.m., for Personnel Matters for Non-Elected Personnel.  Doug Jackson seconded the motion which carried 6-0.

Those going into Executive Session were Board Members Poppe, Holmes, Ward, Hadachek, Jackson, Kuhlman, Superintendent Damman, and Principal Gottschalk.

Open Session

At 11:10 p.m., Board Members, Damman, and Gottschalk returned to open session.

Motion

Doug Jackson moved to rescind the resolution to non-renew Katherine Larson’s contract because the veto session is the first week in May and the State Department has amended the notification date to be the third Friday in May which gives the District more time to determine if a Reduction in Force is needed.

Mike Hadachek seconded the motion.  Motion carried 4-2. (No Votes-Donna Ward and Layne Holmes)

EXECUTIVE SESSION/NEGOTIATIONS

Doug Jackson made a motion to go back into Executive Session from 11:15 p.m. until 12:05 a.m., for Negotiations.  Mike Hadachek seconded the motion which carried 6-0.

Those going into Executive Session were Board Members Poppe, Holmes, Ward, Hadachek, Jackson, Kuhlman, Superintendent Damman, and Principal Gottschalk.

Open Session

At 12:05 a.m., Board Members, Damman, and Gottschalk returned to open session.

ADJOURNMENT

Mike Hadachek moved to adjourn the meeting and Doug Jackson      seconded the motion.  Motion carried 6-0.

Meeting adjourned at 12:05 a.m.
